The purpose of this study was to assess the impact of a local initiative, Project H3, which used housing first, harm reduction, and peer support models to provide housing for 47 homeless people who were medically vulnerable. Comparisons of interviews with participants who were housed at the day of their move-in, and 6-months and 12-months after their move-in, were conducted.

The Housing First pilot was developed by Turning Point Scotland (TPS) in response to high levels of repeat homelessness amongst people with active substance misuse problems in Glasgow. It has involved a three-year pilot running from October 2010 until September 2013, providing housing and support to 22 individuals who were homeless and actively involved in substance misuse (drugs, alcohol, or poly-substance misuse) at the point of recruitment. The pilot was funded by TPS, the Big Lottery Fund, and Greater Glasgow and Clyde Health Board.

The Housing First Europe Guide is the product of a multi-national team with experience in operating Housing First across several member nations. Our goal was to describe how to implement and operate Housing First throughout Europe. The need for this Guide arose because of the rapid increase in the dissemination of Housing First to address homelessness throughout the EU. Housing First has proven highly effective in addressing homelessness and this Guide seeks to provide the information necessary to implement, staff and operate an effective Housing First program. Today, there are Housing First programs in many European countries and that number is increasing because Housing First is now also a core component of many EU member states’ homelessness policies.

Description

The Peer Review, which took place in Brussels on 16–17 March 2016, discussed the results of Housing First Belgium (HFB), a national scheme to implement and test the Housing First approach. Housing First provides rapid access to permanent housing and intensive, multidimensional support to homeless people with complex needs without requiring them to be “housing ready” or to show sobriety, compliance with medication etc. The only requirements are to follow the normal residential tenancy laws and — in most cases — to accept regular home visits by service providers.

This toolkit is based on the experience of the Canadian At Home/Chez Soi project that used the Pathways to Housing model of Housing First for homeless people with mental illness. While the toolkit has a mental health focus because it is based on the At Home/Chez Soi experience, it is applicable to and can be adapted to other segments of the homeless population (e.g., youth, families), many of which also experience mental health challenges.

Housing First for Youth (HF4Y) is a rights-based intervention for young people (aged 13-24) who experience homelessness, or who are at risk. It is designed to address the needs of developing adolescents and young adults by providing them with immediate access to housing that is safe, affordable and appropriate, and the necessary and age-appropriate supports that focus on health, well-being, life skills, engagement in education and employment, and social inclusion.
